Bylaws

Article I

Section 101: Name

The name of this organization shall be the Southcentral Region Caucus of the Young Democrats of America.

Section 102: Policy

This organization shall operate in conformance with the Charter, Bylaws, and rules of the Young Democrats of America, hereinafter known as YDA. It shall serve to develop and strengthen its members' organizations and the YDA through its active and positive commitment to the principles of the Democratic Party.

Section 103: Membership

Membership in the Southcentral Region Caucus shall consist of those duly chartered state units in Arkansas, Louisiana, Missouri, Oklahoma, and Texas.

Article II

Section 201: Region VI Conferences

(A) Southcentral Region Caucus will hold a Regional Conference each even numbered year to coordinate election year activities and in each odd numbered year to elect officers.
(B) At least thirty (30) days notice shall be given to all the Southcentral Region Caucus members.
(C) Regional Conference delegates need not be members of the the Southcentral Region Caucus.

Section 202: Southcentral Region Caucus

(A) Southcentral Region Caucus shall be the governing body of YDA Region VI.
(B) Southcentral Region Caucus will hold regular meetings in conjunction with each meeting of the YDA National Committee regardless of date and location.
(C) Notice of an YDA National Committee meeting shall be sufficient notice of a Southcentral Region Caucus meeting at same location and date.
(D) Membership of the Southcentral Region Caucus is composed of all members of the YDA National Committee members that reside in the Southcentral Region Caucus, Presidential appointments that reside in the Southcentral Region Caucus, Southcentral Region Caucus officers, Southcentral Region Caucus select committee appointees, Southcentral Region Caucus standing committee chairs, the Southcentral Region Caucus member of the YDA Judicial Council, and the Regional Director emeritus.

Section 203: Southcentral Region Caucus Executive Committee

(A) Southcentral Region Caucus Executive Committee shall be responsible for Southcentral Region Caucus activities in-between meetings of the Southcentral Region Caucus.
(B) Southcentral Region Caucus Executive Committee is composed of the Regional Director, the Deputy Regional Director, the Secretary-Treasurer, and the President of each state unit.
(C) Each member of the Executive Committee shall have one vote.
(D) The Regional Director, with five (5) days notice, may call a meeting of the Southcentral Region Caucus Executive Committee.

Section 204: Quorum, Delegate Voting, Proxies, Other Committees, Notice

(A) A quorum for each Regional Conference and the Southcentral Region Caucus meeting is two-fifths of the votes outstanding of all charted state units in Region VI, either in person or by proxy. A quorum for the Southcentral Region Caucus Executive Committee or any Southcentral Region Caucus standing committee is a simple majority.
(B) Voting delegates for a Caucus meeting shall those members of the Caucus outlined in Section 202 of the Bylaws. No member of the Caucus may hold more than one vote.
(C) Proxies are allowed at a Regional Conference or a Southcentral Region Caucus meeting. A member of the Caucus may vote a maximum of two proxies that are signed and duly notarized.
(D) Regional Director has discretion to create standing committees and appoint their leadership. Each state unit may appoint a member to each Southcentral Region Caucus standing committee.
(E) Notice of any meeting may be made by US mails and/or by electronic mail.

Article III

Section 301: General

(A) Officers shall be elected at a Regional Conference in every odd numbered year.
(B) All officers shall be elected by majority vote with voting based on the number of votes each respective state unit had at the last YDA National Convention. If a majority is not attained a run-off will be held between the two candidates receiving the most votes.
(C) The Executive Committee, with the consent of the Southcentral Region Caucus, will fill vacancies in the office of Deputy Regional Director and Secretary-Treasurer. If the office of Regional Director is vacated then the Deputy Regional Director is the successor.

Section 302: Regional Officers

(A) Regional Director: Shall chair all Regional Conferences, the Southcentral Region Caucus, the Southcentral Region Caucus Executive Committee, and ex officio member of all Southcentral Region Caucus standing committees. Shall also serve as Southcentral Region Caucus chief executive and shall represent the Southcentral Region Caucus on the YDA National and Executive Committees.
(B) Deputy Regional Director: Shall serve as vice-chair of all Regional Conferences, the Region VI Caucus, Region VI Caucus Executive Committee, in the absence of the Regional Director shall act on his/her behalf, ex officio member of all Southcentral Region Caucus standing committees, and shall assist the Regional Director as needed.
(C) Secretary-Treasurer: Shall be responsible for keeping minutes of all Regional Conferences, Region VI Caucus meetings, and Southcentral Region Caucus Executive Committee meetings. Shall also be responsible for maintaining all financial records of Southcentral Region Caucus with the power to receive and disburse funds.

Section 303: Additional Offices and Appointments

(A) YDA Judicial Council Representative: Shall be elected at the Regional Conference under voting rules established in Section 301 of this Article.
(B) All appointments to YDA select committees from the Southcentral Region Caucus shall serve at the pleasure of the Regional Director.
(C) Staff appointments shall serve at the pleasure of the Regional Director.

Section 304: Removal from Office

(A) If after elected any regional officer or the YDA Judicial Council Representative moves out of Southcentral Region Caucus then the office is automatically vacated and a replacement shall be selected as outlined in Section 301 of Article III for Regional Director or Deputy Regional Director. A vacancy in the office of Judicial Council Representative will be filled as per the National Charter.
(B) A Two-Thirds vote of the Southcentral Region Caucus shall be required to remove an elected officer from their office.
(C) The following shall constitute grounds for removal from office or revocation of membership:

(1) Malfeasance, misfeasance, or nonfeasance
(2) Use of Region VI property to promote the cause of any primary political contest
(3) Active opposition of any Democratic nominee
(4) Absence of two (2) consecutive meetings of the Southcentral Region Caucus

Article IV

Section 401: Finance & Fundraising

The Southcentral Region Caucus shall have the authority to raise non-federal operating funds for administrative expenses. Said funds to be generated in one of two ways:

(A) Annual dues from each state unit of $40. The funds are due by September 1st to the Secretary-Treasurer in each year. In those states where said contribution is made in a timely manner the Southcentral Region Caucus will refrain from fundraising activities.
(B) Failure to contribute said funds will not result in any voting penalties. In any state that does not contribute said funds the Regional Director, at his/her sole discretion, may engage in fundraising activities to generate non-federal operating funds for Southcentral Region Caucus.

Article V

Section 501: Parliamentary Authority

The current Robert's Rules of Order shall govern all deliberations of the Region where not herein contained by the appropriate authority of the Southcentral Region Caucus of the YDA.

Article VI

Section 601: Amendments

All amendments shall be proposed in writing to both the Regional Director and Secretary-Treasurer no later than thirty (30) days prior to a Regional Conference or the Southcentral Region Caucus meeting. A three-fifths majority of votes is required to adopt any proposed amendment. All amendments to the Bylaws shall go into effect upon passage.
